Twitter was built long before it's headcount reached its peak.

It suffered through a fairly common problem where due to its value and revenue it tries to justify a huge headcount, usually due to managers getting paid based on headcount numbers. In reality it always should have had less numerous, better paid engineers, rather than management parasites.
