a lot of knowledge is already 'produced' but hidden. maybe the government instead of trying to squeeze out more drops of public knowledge by abusing idealistic grad students, maybe they could instead figure out some way to incentivize the corporations to let out some of their existing knowledge and more of the knowledge they 'produce' going forward. Also this is alongside the university research. I'm not saying only non-university corporations will 'produce' knowledge.
