I'm also on Fios and have 75 down package I just got it. It was so bad I couldn't even watch youtube videos 720 or 1080. Pausing them did nothing. I installed a script called YousableTubeFix for Chrome and now I download at 60-70. I don't know what the problem was but having 75 down and not being able to watch a video was the most frustrating thing in the world. Finally did some research and someone with fios recommended this.
